EHCP &
Referrals.
Specialist provision for learners aged 5–19 — delivered within mainstream settings or through our own specialist colleges.
When Is a Referral Appropriate?
All referrals are considered based on EHCP outcomes, professional reports, evidence of graduated response, and placement history. A referral is appropriate when:
Threshold-Aware Admissions
We are explicit about our threshold requirements. This protects learners, ensures appropriate resource allocation, and supports system sustainability.
We do not accept referrals for learners whose needs can be met through universal or targeted mainstream support.
Admissions Process
A clear, transparent process designed to ensure appropriate placements

Initial Enquiry
Contact us with basic information about the learner and their needs. We can discuss suitability before formal referral.
Documentation Review
Submit EHCP, professional reports, and evidence of graduated response. Our team reviews all documentation thoroughly.
Multi-Disciplinary Consideration
Our team reviews the referral collectively, considering how we can meet EHCP outcomes and whether our provision is the right fit.
Assessment / Visit
Where age-appropriate, we invite the learner for an informal visit to assess mutual suitability and begin relationship building.
Placement Decision & Planning
Following assessment, we provide a clear decision with rationale. If suitable, we agree placement details and transition planning.
Our Review & Reintegration Pathway
Every placement follows a documented cycle from induction through half-termly review to reintegration or transition — with the substantive school, family and commissioning Local Authority involved at each stage.
Induction & baseline
Named key adult introduction, learner voice, BKSB diagnostic assessment for English and mathematics, literacy screening, and confirmation of the initial timetable and safeguarding arrangements.
Individual Learning Plan (ILP)
ILP finalised from EHCP outcomes, professional reports, learner voice and baseline. Records attendance, engagement, English & maths, regulation, confidence, vocational development and reintegration goals.
Initial placement review
First formal multi-agency review with the substantive school, parent/carer, learner and commissioner. Progress against ILP, BKSB & BehaviourWatch data, safeguarding and next steps agreed.
Ongoing reviews
Half-termly reviews of attendance, learning, engagement, wellbeing, EHCP outcomes and reintegration readiness. Earlier review is triggered by falling attendance, increased risk or stalled progress.
Reintegration passport
As readiness increases we build a reintegration passport summarising strengths, progress, adjustments, triggers, effective regulation strategies and successful support.
Phased return or move-on
Phased-return timetable with named responsibilities where returning to the substantive school. Where return is not appropriate, we support movement to another setting, college, training provider or employment pathway.
4 & 12-week follow-up
Short-term follow-up at four and twelve weeks after transition to confirm placement is sustained, adjustments are working and the receiving setting has what it needs.
Commissioner reporting
Council-formatted termly reports covering attendance, BKSB progress, engagement, behaviour, emotional regulation, ILP/EHCP outcomes and reintegration or transition readiness.
BKSB records English and mathematics progress; BehaviourWatch records attendance, behaviour, pastoral intervention and emerging patterns. Both feed our Quality Improvement Plan and commissioner reporting.
